Chrome OS intends for you to store all your files online, in the 'cloud'. That's why there is not much storage space on the computer itself. These files can then be accessed anywhere, from any computer, which is quite convenient. Web apps take the place of programs. These run in the browser and perform many of the same things that traditional Windows or Mac programs do. Google Docs for example handles word processing, spreadsheets, slideshows, and many other things of that nature. Also, since the operating system is very lightweight, the laptop boots in about 10 seconds and wakes up from sleep mode instantly. It's always ready when you are.

Personally, a Chrome OS device could never replace my desktop which I need for heavy tasks like music production and video editing. However, I'm on my Cr-48 for the majority of my computer time – checking Facebook and even keeping up with my classes on BlackBoard and Moodle. A person who just wants to use the web would find Chrome OS to fit their needs perfectly.
